Back in SolidWorks 2010, a new functionality was added to drawings where selecting a dimension causes a context toolbar to pop up, called the Dimension Palette. This feature provided quick access to the values, tolerances, and layout. However some found that the toolbar was too large and would hindered the efficiency. So in SW2010 SP3, SolidWorks reduced it down to a small icon. Hovering over the icon would cause the full palette to expand.
In SW2011, additional great tools were added to this palette, in particular the auto-arrange tools. You can quickly select a bunch of scattered dimensions and automatically have them evenly spaced out. Here is a demo of the new functionality:

Yet with all of the great tools available, if you feel that the dimension palette is still getting in your way there is an option to disable the “rollover” button. Under Tools > Customize > Toolbars tab, deselect “Show on selection” under Context Toolbar Settings. But beware that deselecting this option will also disable context toolbars in Parts and Assemblies.
