The source of SOLIDWORKS custom properties linked to drawing notes in a multi-sheet drawing can be the same for all sheets or sheet-specific.  This setting is found in Tools > Options > Document Properties > Drawing Sheets > Multi-sheet custom property source.

If the option ‘Use Custom Property values from this sheet on all sheets’ is selected, the source of custom properties in the specified sheet will apply to all sheets.

At the same time, the option ‘Same as sheet specified in Document Properties’ is selected in the sheet properties.  If it is deselected, the source of custom property values can be changed for the active sheet.  The option remains selected in other sheets unless deselected manually.

SOLIDWORKS custom properties NOT Linked to all sheets

If the option ‘Use Custom Property values from this sheet on all sheets’ is NOT selected in document properties, each sheet can have annotations linked to different files.  This setting is useful when different models are detailed on different sheets.

The source of the values displayed in drawing annotations linked to custom properties can be specified in sheet properties.  Right-click on the empty space of a drawing sheet and select Properties.  If the option ‘Same as sheet specified in Document Properties’ is enabled, deselect it.  From the pull-down menu, select ‘Default’ or one of the drawing views.  Selecting ‘Default’ is sufficient if the same models is displayed in every drawing view of the active sheet.  If a drawing view is selected, custom property of the model shown in that view are used in annotations linked to custom properties.
